MEMORANDUM OF DEPUTIES OF HILLARY CLINTON KIVU A: PROOF OF LACK OF POLITICAL MATURITY
MEMORANDUM OF NATIONAL CAUCUS MEMBERS OF THE PROVINCE OF SOUTHERN KIVU THE AMERICAN SECRETARY OF STATE FOR FOREIGN AFFAIRS OF PASSAGE IN DEMOCRATIC REPUBLIC OF CONGO
MADAM SECRETARY OF STATE AMERICAN,
C / ° U.S. Embassy in Kinshasa, DR Congo. We
, National Deputies, elected representatives of the people of South Kivu, welcome your visit to our country and charge you wish to convey our best wishes for success to the current tenant of the White House on the occasion of his election as head of the U.S..
We take the opportunity afforded us by your presence on the land of our forefathers, to bring to your attention that DR Congo that you visit today is a country not only damaged on the various wars of aggression unjustly imposed our people for almost fifteen (15) years, but also a country where the democratic process led by the UN bogged down, thus putting into question the credibility United Nations in a country that throughout its history has ceased to be in camp this gigantic World as in 2 world wars of the Cold War.
Therefore, prima facie, we urge the Administration to consider Obama the following two points:
1) On behalf of thousands of women raped, buried alive, men emasculated, and all those killed in East DR Congo in general, in South Kivu in particular, please add your voice to ours to demand an end to impunity, first by the immediate arrest of all those responsible for this tragedy, including Laurent Nkunda, Bosco and other accomplices of any board as sponsors and co-authors of various abuses in the heart of this much maligned Congolese tragedy.
doing so, the U.S., have contributed to the world, to end this unjust and biased policy that provides support and durability regimes whose leaders accuse of abuse of power and a democratic deficit, characterized by excessive favoritism a handful of people at the expense of the majority of the inhabitants of Central Africa.
Also, can we, as of today, you confirm that the eastern part of DR Congo has become an oasis for the extermination of innocent people defenseless and no unattended in the presence of an army consisting of selectively executioners including former FDLR repatriated to Rwanda, including recycled and returned within the CNDP to their incorporation into FARDC.
short, a war of attrition is expertly maintained and carefully driven to plunder our resources, depopulation of areas affected by the war and soon their balkanization.
2) This policy has resulted in particular the strengthening of the powers mono-ethnic in Rwanda (a genocide in the name of liability s shared) and Uganda, to the point where more or less 10% of the population maintain dominance in more than 90% of the population. This is the place to stigmatize as strong support from the U.S. and Britain primarily, Rwanda has spilled its tribal hatred on the DR Congo where his support and participation with the pseudo-insurrectionary movements are an undeniable fragrance.
Indeed, the involvement of multinational corporations in the delivery of arms and plundering the wealth of the Democratic Republic of Congo where the great powers on one side and the other cases Mutebusi, Nkundabatware, that Bosco and the presence flagrant many Rwandan soldiers among the troops of the CNDP integrated for the case of Rwanda confirms our assertion.
Madam Secretary of State,
Your trip to Africa in the wake of the seizure of power by His Excellency, Barack Hussein Obama is no lack of interest and creates huge expectations among the Congolese people wounded from the previous regimes in the USA, since the presence of a personality from the U.S. Administration of your rank on Congolese soil dates back to 1990.
Therefore, in addition to these few major concerns outlined above, we allow you keep a copy of our memo presented to their Excellencies members of the Security Council delegation to the UN who was visiting them as DR Congo on May 19, 2009, memo that recounts the tragedy suffered by the Congolese people and is summarized as follows:
"It is since 1994 that the Hutu and superbly armed, fleeing the advancing Rwandan Patriotic Army crossed the border to the Congo for the UN operation called 'turquoise', headed by France . These Hutus settled in the provinces of North Kivu and South Kivu, and this, in flagrant violation of all international standards governing the right of asylum or refuge.
Known as the "Interahamwe" or FDLR, Democratic Forces for the Liberation of Rwanda, etc.. These Hutu stand out particularly in DR Congo by the practice of acts of looting, rapes, massacres etc.. And since they became a pretext for the authorities to justify the presence of Kigali, DR Congo of their regular army, the rest of the current co-head atrocities and massacres of our people at Makobola, Kasika Katogota, Lemera Nindja Kaniola , Kalambi, Bunyakiri Kaziba, Luhwindja, Kalonge, Bukavu, Uvira, Kiliba, Katumba Kalehe Bwegera, Kamituga, Mwenga, Shabunda Lugushwa Ngando, Ndola, Kigulube, Bijombo, Masango Tubimbi, Kakungwe, Mushago, Kitutu, Lubuge, Mutambala, Fizi, Minembwe Bibokoboko, Baraka, Kagabwe to name a few, in relation to South Kivu. Incidentally
to emphasize that Rwanda's history is littered with wars and fratricidal cyclic enacted by the spirit of intolerance and revenge between the Hutu and Tutsi. So where are the Rwandan ethnic Tutsis in power, their congeners the majority component, the Hutu, are in exile. And vice versa. DR Congo becoming each time, the country of pilgrimage and each other.
Moreover, we, Members of the national South Kivu not only condemn the guilty silence of the international community in general, especially the U.S., a nation par excellence who praises democracy and peace, but we also outraged the role of international organizations specializing in defense of human rights that are not quite as elsewhere in the face of this tragedy smoldering Congolese genocide.
Avenues solutions for the return and the restoration of peace have been explored by the Congolese Government, but alas, they have thrust the bad faith of the wire-pullers of the external war based on internal complicity.
These include, by way of illustration:
The meeting at Sun City in South Africa with the inter-Congolese dialogue that led to the transition system said a 4, the Conference of Goma in January 2008 and more recently joint operations DRC / Rwanda for the tracking of FDLR. These joint operations are studded collateral damage in North Kivu and South Kivu, where today we all regret the loss of life coupled with countless other unfortunate consequences: massive population movements, famine, disease, destruction of property and malicious infrastructure, looting of natural resources, rapes, robberies, and other degrading treatment ...
Or rather, the Congolese people, your brother, friend and ally of all time, do not deserve such inhumane treatment. He gave everything to restore peace in the Great Lakes Region. Nothing remains to give to appease the gluttonous appetite and its bellicose neighbors. The Congolese people have even vainly obeyed and met all other subterfuges and false pretenses in which the basis of unjust wars were imposed: the case of nationality, access and sharing of political and military establishment of a genuine pluralistic democracy, mixing, integration for some, stirring for others, repatriation of Rwandan refugees, stalking etc. FDLR elements.
Given this bleak picture, we, Members of the national South Kivu Province, with our experience and solidarity with our people who elected us, believe that peace won at the end of the barrel is always ephemeral.
Therefore, for a lasting peace secure each of the parties involved in the sub-region of the Great Lakes, we offer among other tracks of the following:
1.-That the international community takes President Paul Kagame, the organization of an inter-Rwandan dialogue that would bring together around one table all the components of the tribes in Rwanda, from the outside as from within to find solutions to internal problems between them.
2.-The involvement of the United States of America for the establishment of democracy in Rwanda balanced, thoughtful and non-discriminatory like the position (which we welcome positively) your government deal with conflict between Israel and Palestine. This is for the restoration of a lasting peace share among Rwandans themselves on their soil, and secondly between the State of Rwanda and DR Congo.
3.-The contribution of the USA in the strict regulation of the sale, delivery and purchase of arms and munitions of war against officers involved in the armed conflict in the subregion countries Great Lakes Region: Rwanda, Uganda basically. 4.-The
placed under embargo for all American and Western firms trafficker precious materials say "blood" (coltan, diamonds, gold, cassiterite, etc..).
5.-The establishment of an international court (ICC) equitable chastise ruthlessly all political leaders and other economic operators in the sub-region or elsewhere, involved in the schemes of this war.
6.-The establishment of a development plan with pragmatic integration projects in the subregion of the Great Lakes in general, eastern Democratic Republic of Congo in particular, like the Marshall Plan.
7.-The greater involvement of MONUC first in the triage of Rwandan elements embedded within the CNDP to return them to their country, Rwanda, and then get away outside the provinces of North Kivu and South Kivu all military officers and men of the troops, all tendencies, who have benefits in this part of the Republic during the period of armed conflict.
8.-The redefinition of the mission and role of MONUC Observation Mission United Nations in the Democratic Republic of Congo, to avoid the atrocities and abuses so deplored.
9.-In the end, we, Members of the National South-Kivu, hope that your stay in our country, unlike the bitter and sad experiences (political, diplomatic, economic, commercial, social, cultural, humanitarian. ..) Of the past lived and according to some analysts cautioned the history of DR Congo will now pave the way for bilateral cooperation sincere and beneficial for both the American people for the Congolese people.
Thus, in the context of this cooperation we want reciprocal and harmonious, and given the geostrategic position of the DR Congo, recommend to the Obama Administration to deal directly with Congolese institutions legally established place of intermediate or subcontractors.
